The guidelines are only partially aligned with the State Council's goals. They do, however, significantly enhance the transparency and traceability of a given Chinese citizen's social credit rating. As such, the guidelines support further efforts to promote greater transparency and fairness of social credit systems. The full and final version of the guidelines will likely not be released until late 2024, as it is currently under national consultation for a few months.
In March 2021, the State Council published a new guideline for the geographical scope of SoCS operation.35[10] This is the first guideline detailing SoCS implementation with convincing accuracy. According to the guidelines, by the end of 2021, local governments should have implemented a full pan-province system with a granularity of province, whereas the provincial government will provide a constant level of SoCS with each city.
The government also specifically addressed the lack of uniformity in scales of jurisdictions in the guidelines. Apart from the province and city-province resolution, the State Council also added county and town level. Additionally, it allows for more dynamic cross-jurisdictional implementations by simultaneous collaboration across jurisdictions.
The guidelines only serve as an outline, as none of the local governments have reached the level of within-city and cross-jurisdictional resolution as of 2020. Nevertheless, as the software itself appears to be fully functional, implementation of a nationwide system is a realistic goal. When it does make its entrance, the system will be the most comprehensive and accurate SoCS in modern human history, but its impact on the wider society remains to be seen.
