As tension continued to rise in Iraq, Arab states, led by the Saudis, began to send troops to help the Iraqi government defend itself from the Saddam's forces. Desert Storm began on January 17, 1991, and a year later the U.N. Security Council passed resolution number 678, authorizing the use of force against the Iraq for the repression of Iraq's weapons of mass destruction programs. In response, Jordanian, Egyptian, Saudi, and United Arab Emirates (UAE) forces began military operations to invade Iraq for the first time since the Nixon administration, and would lead the eventual conquest of former President Saddam's regime. Following the Gulf War, Saddam Hussein's army began looting the remaining depopulated cities of northern Iraq, setting fire to the museum collections, opening mass graves, and executing prisoners of war on the heads of trees. International inspections of Iraq's chemical and biological weapons facilities discovered many unaccounted-for weapons of mass destruction. Following the war, the UN Security Council established the UN Monitoring, Verification and Inspection Commission (UNMOVIC) as an investigatory agency to provide international oversight and post-conflict settlement, with the UN Security Council retaining the power to determine whether Iraq had made the required progress or major, voluntary disarmament concessions. Though the UN Security Council initially established the UNMOVIC to monitor, observe and verify compliance with weapons of mass destruction disarmament, the command and control of UNMOVIC was handed over to the IAEA on December 15, 1994, with the mandate of monitoring and verification commencing on January 1, 1995. UNMOVIC was phased out on November 30, 1999, as the IAEA assumed full responsibility for its operations. The IAEA relinquished its disarmament verification and monitoring functions on December 31, 2006, and UNMOVIC was absorbed into the IAEA on January 1, 2007.
