The Acquirer Network Fee (ANF) is a key component of the card-issuing and merchant-acquiring businesses. It is a charge assessed by the card network to its member banks for processing card transactions. In order to ensure that the ANF supports the continued growth and development of the card industry, a review of the fee is conducted every three years by an independent consulting firm. The next review will take place in 2022.

The purpose of this document is to provide an overview of the key issues that will be considered in the 2022 ANF review.

1) The size of the ANF: The ANF is currently set at 0.40% of the transaction value, and the review will consider whether this is the right level in light of the costs of running a card business and the need to support continued innovation in the industry.

2) The structure of the ANF: The review will consider whether the current structure of the ANF, which includes a fixed fee and a variable fee, is the most efficient way of charging for card processing costs.

3) The allocation of the ANF: The review will consider how the ANF should be allocated between the card-issuing and merchant-acquiring businesses, in light of the different cost structures of these businesses.

4) The impact of the ANF on cardholders and merchants: The review will consider the impact of the ANF on cardholders and merchants, in terms of both the level of fees charged and the way in which these fees are applied.

5) Other issues: The review will also consider any other issues that may be relevant to the ANF, such as the impact of new technologies on the costs of running a card business.
