I am only guessing but, here is my point of view:
The author would want to prove that all these topics can be covered with the knowledge of calculus, trigonometry, analytic geometry and calculus, ab initio (organic) chemistry and all the additional topics like various kinds of instrumentation and industrial chemistry.
As all these topics can be found at the undergraduate level, I would say that the entire book is not required for engineering students. Rather, it would be useful for an engineer to understand the basics of all the topics, before going into more complicated ones.
There should not be a requirement of calculus or other topics in engineering. Suppose the author approached each topic in a separate book and wrote a book on that topic. That would be a bad solution. So, I would be inclined to agree to an engineer that it is good to have this book at hand.
